MINFI Boss Declares War On Family Allowance Fraud

Cameroon launches operation AALFA to clean up public payroll and audit family allowances

The Government of Cameroon through the Ministry of Finance has launched a crack down against family allowance fraudsters. This follows a FCFA 17 billion increase within two years. Minister Louis Paul Motaze has suspected a high level of fraud on the part of civil servants, reason why an audit has been introduced to bring some sanity in the payment of these allowances.

The observation came through an increase in the number of children benefitting from family allowances. This is based on the observation made by the Ministry of Finance, showing that the sum of FCFA 594,728 million collected in June 2024 move to FCFA 923,307 million in May 2026, revealing a 55% increase within 21 months.  Minister Louis Paul Motaze, was speaking on Thursday, June 4, 2026, in Yaounde, during an inter-ministerial meeting.

The operation dubbed “Audit of Family Allowances for State Personnel, AALFA”,  brings together members of an inter-ministerial team composed of the Ministries of Finance, Labour and Social Security, Territorial Administration, Public Service and Administrative Reforms, the General Delegation of National Security and the National Civil Status Registration Office, BUNEC.

The audit comes following the high instructions of the Prime Minister, Joseph Dion Ngute, instructing an inquiring on the management of family allowances for civil servants in Cameroon.

“This committee was created by the Head of Government, to carry-out an audit on the management of family allowance, because the observations raised a number of questions, reason why it was tabled at the Prime Minister’s office, by the Minister of Finance for us, to carry out an audit and to detect defaulters,” Robert Simo Kengne, Director of Expenses for Personnel and Pension at MINFI.

The committee has been tasked two weeks, to render the final results of the audit, that will permit government know all those who have submitted fake documents, in the reception of family allowances. These will consist of carrying verification of over 900,000 birth certificates, under which family allowances are paid. The operation will kick-off on June 20 and will end on August 15, 2026.

The Director of Expenses for Personnel and Pension at MINFI adds, all the birth certificates suspected to be fake, shall be carried to the National Civil Status Registration Office, for their authentication.

The objective of the Alpha operations aims at identifying all children with fraudulent birth certificates. And all civil servants found guilty of such acts will face disciplinary sanctions and will reimburse the amounts collected into the state treasurer.
